The move tutor is a person who appears outside of the Game Corner in Goldenrod city on Wednesdays and Saturdays after you defeat Red at Mt. Silver in Crystal only. For just 4000 coins he will teach one of your pokémon, your choice of flamethrower, thunderbolt, or ice beam if they can learn them once a day.
