In in-game two on two battles, you can send 2 pokémon into battle. In 2 on 2 battles that utlize the mutiplayer capibility of GBA, every player sends a pokémon into battle. In both types, the faster pokémon attacks first. Here are some pictures of 2 on 2 battles:
